Place leaders face up in the yellow zone on the Cabal board starting with the first position.

Place territories face up in the green zones on the Cabal board in any order.

Sort, separate, and shuffle each type of arsenal card into piles and place them face down on the Cabal board in the white zone.

Shuffle action cards and place them face down on the Cabal board in the blue zone.

Shuffle attack cards and place them face down on the Cabal board in the red zone.
